The lighter side of the balance is a girl, Hualien.
The girl does not have a mouth, she can NOT speak for herself.
The heavier side is a dollar sign.
Behind the balance are a group of people who look luxurious.
They don't have ears. They don't LISTEN.
Their eyes can only see MONEY.
Obviously, they are politicians and bureaucrats and opportunists.
On the left-top is a flag written with "yawreeF auhuS",
which is "Suhua Freeway" written in a COUNTER way.
